PCM/ECM Question

Can't figure out what fourm exactly I should post this in so I just posted it with what engine I have, my OBDI isn't working when I jump it, the machine shop down the road can't read it and I have an appointment with the people that just put my new engine in to read it with a scanner but I don't think it will work.

I try to jump it and the service engine light won't come on, I take the jumper key out and they light comes on. Any ideas on a quick fix for this?
