Isn't that an oxygen sensor plug? If it is, fixing it may help out quite a bit more than you think...

That is the o2 plug. Does it have headers on it, might just be an o2 extension, if that is the case, easy and cheap fix.

looks like it was not previously repaired correctly (that wire should never come off unless someone broke the clip in which case they should have replaced it)

Isn't that an O2 sensor plug? If so, solder it back together and mack sure you put a heat shrink tube over the wires to seal the repairs before you do. If I don't miss my guess the other plug should go to either your reverse lockout solenoid or the cags.

Yeah, use the duct tape. What's the worst that can happen.. shorted computer? There is a reason it's called "DUCT tape".
