I think the better question is how is ur insurance going to react if u got into an accident with a turbo kit u didnt disclose to them

I think technically, anything used to improve the performance of the vehicle is illegal. But most cops wouldn't be able to tell anyway, so I wouldn't worry about it. I got pulled over a couple times with a modded turbo car, and the only thing they were worried about was the emission system. And YES aftermarket body kits should be illegal, along with those fart cans.

When u talk about emissions do you mean such things as intakes and engine case breathers and stuff?

After-market turbos are legal provided your emissions control equipment remains intact and functioning following installation of the turbo. However, your insurance company may refuse to insure your car if you install a turbo or any other performance-enhancing modification.

The price of a cat, plus labour. Shop around for the price of a universal replacement. It's not anywhere near as expensive as it used to be in past.

Insert cat, weld.
Even better to use that grinder and cut the cat open and put a test pipe through it and weld it back up.
