I have not been able to find any that are region specific, most of them are vehicle specific, another one I just found is:

also vehicle specific (ford ranger)there are:
http://www.rangerpowersports.com/forum/
and
http://www.therangerstation.com/forums/
both of these also include tech pages, allow you to have a vehicle profile page.
Although world-wide sites, they do have sections for Canada and Ontario, although Canada is grouped with Alaska and most of the users are from BC.
Hopefully someone else knows because I'm the friend Zex is looking for
