It really depends on how you saved it originally. If you saved it with lesser quality (I know in photoshop you get a 1-12 option I believe) that will give you some right there. Also what format its in, and overall starting from your camara. Depends on what you used in the first place, obviously a better camera with a good lense will give you nice clear pictures. But the editing and format will do the most.
For example go to paint and save a picture in bitmap then jpeg, youll see the difference.
