SEATTLE--In a move that could rankle privacy advocates, Microsoft said Monday that it is adding the PC equivalent of a flight data recorder to the next version of Windows, in an effort to better understand and prevent computer crashes.

If it's embedded into the OS you can't remove it... And I wouldn't even trust a registry disable in this case. For MS to even come up with this crap is a disaster in itself. Imagine the hacks people will come up with to "grab" your personal information and what not.
