Suspected Road Racer Charged After Police Chase

Just days after a duo admitted they killed a Richmond Hill couple in a street race, York Regional Police have made an arrest in what appears to be a similar scenario. It started around 2am Friday when a York officer on patrol spotted two cars racing down Highway 7 near Keele at top speeds.
When the cop tried to pull one of them over, the driver kept going. He followed as best he could in his cruiser and watched as the driver lost control turning onto Weston Road, missed another car that just managed to get into the curb lane, and finally came to a stop on Chancellor Drive. The officer managed to get him out of the car without incident and took him into custody. Miraculously, no one was injured in the chase.
Twenty-one year old Shaun Katwaru of Richmond Hill is facing charges of dangerous driving and flight from police. He's being held pending a bail hearing.
The incident follows another court case in which two men admitted culpability in the deaths of Rob and Lisa Manchester. The couple had been out celebrating their 17th wedding anniversary on May 27, 2006, when one of two cars racing up Yonge St. hit their vehicle as it tried to make a turn. The accident killed the pair and left their seven-year-old daughter an orphan.
Cops have declared war on street racers. Since 1999, 38 people have died as a result of the foolish need for speed and scores more have been injured.

The article is pretty clear why the cops were chasing him. If he's labelled as just being a suspected street racer right now, it's only because he hasn't been convicted yet. We can change the label from "suspected" to "convicted" following a successful outcome at trial.

Just out of curiosity here.
I think I read on one of the forums threads that you were a prosecutor / crown attorney.
Am I right?

If so, would your views of " all you need for probable cause is to simply be on the road" be the same if you were a defence attorney?
See where I am going with this?

true,

Nowadays when cops see a "modified" car, they will try to find the littlest dirt to get the driver in trouble. Just like the ticket for Idling your car. My buddy got one of those (there was other ppl in the parking lot with the cars on, but he went to my buddy because of the "modified" car) Not saying he didnt deserve the charge, but the cop couldnt really find anything illegal with the car, so he wrote the idle charge.

He said something about the charge being for idling for little more than 4 minutes, and the cop idles his car for 20-30 mins while he searches my friends ride, and writes him the ticket lol

Cop is exempt from the bylaw.

2. (1) No person shall cause or permit a vehicle or boat to idle for more than three (3) minutes in a sixty-minute period.

(2) Subsection A does not apply to:
(a) Police, fire or ambulance vehicles or boats while engaged in operational activities, including training activities, except where idling is substantially for the convenience of the operator of the vehicle or boat.

It's practical necessity. All the electronics and lighting equipment on a cruiser take a fair bit of power. It doesn't take long to run down a battery with the engine off in one of those things, and an emergency vehicle with the hood up waiting for a boost is a very bad thing.

i think he is cause he wont answer it meaing he's hiding something.

anyways, the idling law is bullshit, 3 minutes, hah, i let my car run for longer than that after a hard pull just to let the turbo spool down and such. what about the transport trucks that idle for hours on end? shouldnt there be cops at truck stops and where not ticketing these guys? diesel is visibly more harmful t othe environment than gasoline is.
