In certain Veichles Drum Brakes are better. Usually trucks that go off road as they are less prone to getting rock damage and other crap in them.
Also Drum brakes are lighter and in some light racing applications work well. Ie Toyota Celica GT only the GTS had 4 wheel disk. The car dominanated it's class in the Scca for a few years with DRUM brakes on the rear.
The only real flaw with drum brakes is thermal efficiencey as they heat up and do not cool down as fast Disk brakes. But for the rear in certain applications they are better as the rears only do 30% of the work
