the bracket on that side is wrong, or from a different car. its screwed there, but that is not a 94 bracket. I'd say the paint was done on pupose. There are people that do like flat and satin black. The skull doesn't make it ragged out, just goofy. Beating a car is what makes a car ragged out. That car just doesn't look that abused.
