Use a safe solvent to clean the surface. There are many automotive-safe solvents available. Clean the surface, then use a polisher to buff the area using a mild cutting polish, make sure you don't burn the paint. Then use a gloss on top.
Orbital polishers are cheap, and if you own an F-Body and are too lazy to hand-polish, it's a great investment.

How would you not think about that? Thats the first thing that comes to mind anytime I see, or would even be involved in an accident. Think I basically learned that forever ago.
