1999 Honda Accord V6 auto transmission

1999 Honda Accord V6 auto transmission
Hey all,
This is my first time posting here. And I just wanted to say that this is by far the best online Honda community I have run into.
Anyway, I'd like to ask you guys a few questions for my dad. He drives a 1999 Honda Accord V6 Auto with ~80,000 miles on it (original miles), which he bought new back in 99. He doesn't drive aggressively, and he's been up to date on all repairs and such except the transmission fluids. He's never changed the tranny fluids or the filter since he purchased the car.
Now, as I drove it for him the other day, I noticed that the car seems to be stuck in one gear from ~15 mph to ~40 mph. And it revs the engine all the way up to 3500 rpm when it's at 40 mph. Then it shifts to the next gear, and everything seems ok again. The car does not shift in a funny manner in any other way .. like stopping at a red light, or slowing down, etc..
But I'm pretty sure that it shouldn't be revving that high. And my car enthusiast friends agree. But we don't know what to do to get the car's tranny back to normal.
We called the dealer, and the best they could do is rebuild our transmission, which would cost $3000+ ... don't think we're going to do that.
....
Now, to make things worse, my dad also experienced a check engine light. The dealer checked it out and gave us the code: P0740 TCC. I checked online and found that it's some kind of torque converter issue. Can anyone elaborate please?
So these are the two issues with my dad's V6. I'd like to know what we can do (at a reasonable cost) to make the car function properly again.
Should we start with a change of tranny fluid and filter? And if so, would that help with the odd shifting at all? Can we ignore the P0740 TCC issue?
