even when i have the temp lever moved all the way to cold it keeps blowing

Could be that either your A/C control is bad, your A/C system is not working at all (is it ambient air blowing or hot as a heated air?), your cold/hot actuator door stuck in hot position. Depending which one of this is the fix can be expensive and possibly difficult having to remove the dashboard in some cases.
