Your ABS and TCS use the same system, that's why they're both out...frequently, this is caused by a transducer failure. There's a transducer at each wheel to determine the speed the wheel is turning. Both TCS and ABS work on the principle of keeping all the wheels turning at the same speed. If the wheelspeed information is missing, both systems are disabled. There are of course other possible causes, but this seems to be the most common.

99.9% it's a failed speed sensor on one of the wheels. Technically, to read the code(s) you need a scanner, and not just a basic OBD2 scanner capable of reading engine driveability codes only but more like a professional unit that starts at $2,000. You can access ABS codes without it but you will need a professional manual that runs about $100. I use Chilton's but probably other publishers have something suitable as well. You will need to locate the dedicated connector, short certain pins, count flashes... and this is not an intuitive task.
