Problem, B20 vtecs have reliablity issues. you may, wait... will make lots of power and torque out of it, but plan to rebuilt in 50,000k, or so.
So, I would personally do a B18A/B block, with your B16 head, there is tons of parts for that exact motor build out there such as,

Well A properly build LS-Vtec will run you about 3500, while a b16 can be had for like 2000. So cost wise, the b16 is better.
Im assuming you have a d16 now. And that is where i have a problem. I am not against modding b16's, but only if your car came stock with one. I would never swap a b16 into my car if I had a d16. All you gain is a measly 30hp, and 0 torque. Might as well save the money from the swap, and build your d16. And of course then you get people telling you that a d16 is limited by SOHC. Sure, but till around 300hp its fine. If you want anymore then that then your probably going to think about a b18 or k20. So thats why I think b16's are pointless swaps.
The lsvtec on the other hand gives you a nice starting base, with a decent upgrade in torque. You can then keep building it, or boost it for insane power.
Thats my opinion.

If you're doing a CRX or pre 92 Civic a B16 is a really fun engine. Even with a 92 to 95 it's a good time.
LS/VTEC is more of everything and you'll need some technical skill to adapt the VTEC to the LS block. Try a CRV B20 with a B16 head.

The b16 is more reliable.Everybody talks about this motor these days.For no good reason.In stock form, no other b beries motor is more durable than the b16,period.This other guy here says "a measely 30 hp" like that's nothing.The b16 pulls a lot harder than a d16.The ls/vtec is more powerful but not as reliable and more often than not the head will leak oil.I have owned cars with all three of these motors.I currently have crx with b16 waiting for for it's new turbo.I've been around hondas almost 10 years now.I'm telling you this from experience.

if you're not in a rush to build one. you can get an ls/vtec build for about 2,000 only using stock parts and some machine work. i've seen complete ls motors go for under $500 (i sold mine for $300) i've also seen complete vtec top ends go for $300-600. a golden eagle ls/vtec kit will cost you about $250. call around to different machine shops and and get prices on having the rods shot peened, block honed, and the crank balanced and micropolished. take your time and do your research. i've got 90% of mine planned out and it's not costing me much.
Tip: use b16 pistons on ls rods to bump up the compression...no need for forged internals

LS/VTEC The B18 LS motor is very very reliable, solid, and creates great bottom end tourque. The B16 VTEC head in my opinion " the best flowing cylinder head"
