dude its all upto what you want. i believe the 88/89 civic front ends were different than the 90/91, so see which front you like.
-also, make sure that the 91 civic has ACTUAL lowering springs, and not just cut springs.
-as for the km's unknown, is that because of an engine swap, or like cluster rollback or new cluster??
-if you are planning on doing an engine swap, the km's on either civic will not matter because the engine will have lower km's anyways
-alot of older stock civics have rust. make sure there are no holes in the floor, or deep rust
-if you are getting these from someone and their really cheap, then consider the two civics, if not, then check out other EF civics

Maybe you should get the car the you like more, instead of relying on the opinion of complete strangers who know absolutely nothing about you? But if it makes you feel better, I would get neither.

get the 89, i like the front end more and plus its also easier to find used parts for it, that is if you need it.

which one has less problems and go from there. If all equal then go for the cheaper one so you can buy some better aftermarket parts

Cool

take both of the cars for a test drive and see how it handles (check if the suspension is tight or bouncing or loose, if the car pulls to the left or right when you brake hard, or when driving in the highway). This is a good indication of the condition of the car. See if the transmission grinds, check out the clutch- any slipping and check out for oil leaks and blue or white smoke.

88-91 body same, minor suspension differences like lower control arms and shock attachment on 88 which was changed on 89-91.

Newer body if it has not been abused too much should be better (check unibody for rust and rot). 88-91 clean parts etc. are getting harder to locate. Honda dealers hardly stock any of these parts also. I have quite a few 88-91 mechanical parts left over /(car sold)sold car. If you buy, PM me for any stuff you might need that I have.
