Having Starting Problem With Civic

Maybe U Guys Can Help Me Out, I Tried Starting My Car Last Night N It Couldn't Start.the Car Turns But It Doesnt Turnover,i'm Thinkin Its The Sparkplugs But I'm Not Sure Any Ideas??

Oil on spark plugs?
Low Battery?
Distributor?
Fuel issues?
