I only get 6.5 kilometers per liter (city driving ) for my Honda Civic 1.8S is

That kind of consumption is not normal for the 1.8S. Have you tried normal maintenance on the car? New spark plugs, cap and rotor and fuel filter or check your tire pressure. These might help you out a bit. But your driving habits will have the most impact on your fuel.
