no vtec, why?

no vtec, why?
93 civic DX
93 p28 ecu
no check engine light
6500 rev limit
d16y7 block
d16y8 head and intake
I wired the vtec solenoid and pressure switch
(solenoid to pin A4 and switch to D6 and ground)
It does not hit vtec
the fan switch is screwed and motor over heats, will the motor being too hot stop vtec the same way as motor being too cold? but I dont think that would affect the rev limiter.
I am pretty lost on this right now, a fresh mind may be able to solve this problem. And we are putting in another fan switch tonite.
