OBD ZC in OBD1 civic PROBLEM

Hey guys, I just dropped an OBD ZC into an OBD1 civic. Im using all the electricals off of the old OBD1 motor except for the distributor, so it should start up. I wired up the distributor correctly and it's sending out spark, i checked for it. But it doesnt wanna start. The engine light came on giving me code 8, which is TDC sensor no signal. Since it's sending spark, it should be starting up. Does anyone know how i can fix this? Is it even possible to run an OBD distributor with an OBD1 ecu? Any help would be appreciated.
