Maybe its a setup similar to the 2.4's in the 3rd gen j-bodys, a coil under that cover? ...I'm prolly wrong.

i see a couple of problems.
1) fred already mentioned
2) turbo magazine doing an article on an n/a civic

and the 2.0 uses coil on plug, so that loomed harness running under the plug cover is all you see.
