well 13's are realistic without 300 whp on an ls. I am assuming the b18 is going to be boosted in stock form? I would be happy with anything closer to the 300 mark and you might be impressed how well that would do in the 1/4. I don;t know which goal you favour though, 300 whp or 13's ....

should be a great car, iv got the same motor in my integra goes like snot and its not even modified much. I was looking in a local buy and sell mag and saw a jacksons racing supercharger kit for a b18 engine and it was only $1200. if only i had the cash, id get that anyday. If any one is interested just buy the new super shopper mag and look under performance parts section. Anyways good luck with ur project man, hope it works out good 4 u.
