Yes it is possible, there are sohc zc vtec engines, any d series with a vtec engine can be bolted onto a non vtec motor. This website shows what is involved into dropped in a vtec head D16A6 to D16Z6 Conversion..."Mini-Me"

putting a 95 si or so vtec head on a d15b7 or equivalent is what many call a mini me swap its a decent swap since its really cheap to do and makes a world of difference bumping from 102 to about 135 ish

ZC D15 wtf. D15B = VTEC 1.5L or VTEC-E , ZC SOHC = 1.6L VTEC or in some cases non-vtec , ZC 1.6 DOHC = Non-vtec ALWAYS.
Your friend is bsing if the motor is stock. A 1.5 block as in the B2 B5 B7 etc. can have a ZC VTEC head slapped on it which essentially will make it a D15B with a weaker R/S ratio. SEARCH MINI-ME.
