1997 Honda Civic Climate control speed 1 & 2 dont work?

The speed only works on 3 & 4. What do you think the problem could be? I'm tired of having the heat blow me away in the morning.

My friend had the same problem on a civic. I think it was pretty simple to fix because the fan still works well (obviously) but the switch was the problem. She had a professional fix it because it was electrical.
