can my car engine be hard to start when is cold if the throttle position sensor is bad?

How old is the battery? I would have the battery tested if the car is slow turning over. If it turns over fast and is not starting, you will have to investigate if it is getting fuel, air, or spark.

In addition to the above answers, your starter could be dragging too. the only way to really know it to start one be one- like have the battery tested, if not that I would test the starter.... Also- check your output voltage on your alternator - but your battery will have to be charged for an accurate reading
