What is the differance between a Honda Civic VTI and a Civic SIR ?

Hi im from ireland and Im going to buy a 1996 - 1999 civic twin cam over the next few weeks and was wondering what the differance is between the 1.6dohc vti and the 1.6dohc sir, is there any differance in performance and can anybody tell me what to lookout for when buying one of these cars?
