why is my honda civic shifter locking?

Could be the scyns are wearing out. If your trans is old and has done a lot of shifting in the city then the scyns could be worn out which would make it hard to shift into gears.
Master or Slave hydraulic servos are going bad. When you press the clutch in, is the throw out bearing moving very much. Might need to take to mech to inspect it. Usually if the clutch isn't slipping but can't shift means you have a hydraulic problem.
Check fluid level in trans to see if it is low. Put vehicle on level ground and remove plug for oil. The oil should just start come out of hole. If not then add the correct oil until fluid starts to come out of hole.
