2000 EX-V6 dash lights flickering?

2000 EX-V6 dash lights flickering?
When I have the headlights on and I come to a stop, right before the car has
completely stopped the dashlights flicker. Same thing happens when I start up
again. Only does it for a few seconds and coming to a stop or resuming speed
from a stop. Is this normal?
