Same problem - NOT READY caused failed NJ inspection

This has been happening for some time with my 1998 Civic.

I have a similar problem with a 1998 Civic.
It always fails the NJ emissions test with three "NOT READY"
indications (O2, Catalytic converter, Evaporator)
We take it to the dealer and they claim to fix it - but it fails
when I take it to the NJ reinspection station. Eventually we
give up, and just pay the $100 to have Honda 'fix and re-inspect
the car' Somehow it passes Honda's re-inspection test - but next time
reinspection comes due - it's the same problem all over again!
I think Honda is lying when they say they fixed the car, and
they just slap a sticker on it and collect the money.

Yeah - I've heard all the stories about letting the car run through long
and short periods to get the computer to get 'ready' - I get a different
story every time I talk to a mechanic or inspection station personnel.

Nothing helps!

I found some relative reading here:
OBDII AND EMISSIONS TESTING
and here:

Went for inspection, failed because "Catalytic converter not READY" code is coming - Honda Car Forum - Accord Parts Civic Tuning Acura Racing

Did you ever solve problem - or at least find a way of getting it through the inspection process?
