99 Accord Heater/Blower Problem

99 Accord Heater/Blower Problem
The 1 and 2 Settings Don't Work, Only 3 and 4. Tested the Dash Switch,
it seems to Ohm Out Ok. I presume The Problem is at the heater/blower
itself. Can Anyone Help???
