front bake pad shims 91' acura integra ?

front bake pad shims 91' acura integra ?
the front brake pad set comes with 3 shims for the front brake
pads.
1 large shim for outer pad and 2 smaller shims for inner pad.
Dilema... both inner shims were installed on the previous
installed pads with the large shim on top of the smaller shim.
is that correct ?
if not, then how does one decide which of two inner shims to use
?
