I was figuring they might actually be there as the government (U.S. most
likely and it's cheaper to have the same part across the board rather than a
different one for each country) mandates it.

I was figuring they might actually be there as the government (U.S. most
likely and it's cheaper to have the same part across the board rather than a
different one for each country) mandates it.
