There is a switch on your brake pedal which activates the brake lights, its probably stuck.

check the brake light switch under the dash on the brake pedal. it could be worn out or out of adjustment. our 1990 honda civic switch did the same thing. all i did was move the switch closer to the pedal to put off buying the replacement switch for now and it fixed the problem.
