Depends on your local laws. Car dealerships in my state
are allowed to sell as 'New', any vehicle that has never been titled.
Here the car could have several thousand miles on the odometer
and legally be sold as 'New',
BTW, I had my new Santa Fe delivered by 'flatbed' trailer,
as the dealership was three hundred miles away. Odometer
showed twenty-six miles.
