Given that licence is spelt correctly (for the English) I guess you are UK based.

You need a licence for any road vehicle...

I've heard that it cannot be more than 125cc. But, any country or state can change that. So, you might need a permit to ride it on the street and have insurance etc...

If you are in the UK you need a licence no matter what, if you drive a 50cc you do not need to take a CBT but over that you will before you go on the road.

You can ride a 50cc up to 125 cc on a provisional licence for bigger bikes over 125 a test has to be taken thats how it worked when i was 16 not so sure if its still the same

It depends on the state, but most require that any motor vehicle used primarily on a road be liscenced and some require inspections and certain safety equipment. Best to ask this at your local DMV.

The laws vary widely depending on location. You'd do best to ask the agency that issues the license in your area.

But 50 or 100cc will barely have enough power to push you across level ground. If you live in hilly country, you'll quickly tire of pushing the scooter uphill. Unless you're too young to get a license, go for something bigger - a 175 or 250 cc bike will be a whole lot more useful - and fun.
