my new scooter?

i have a bennelli velvet scooter 125cc when i put on full throttle and get to around 60mph it just feels as if im pulling the brakes and it doesnt stop till i let go of the throttle then i have to travel at 40mph for the rest of my journey. anyone got any ideas what it could be??no thats not the problem im sure of that i used to be able to go 70mph easily now i cant seem to get to 60 without it doing it and it would bounce on the speedo if it was anything to do with resriction not take me all the way down to 40 and not go past it.

how old is the bike. there could be lots of reasons, belts and rollers is always a good start but it could just be a blocked exhaust. what mileage is on it. if you can give me a bit more info I might be able to work it out
