I thought they just gave the front plate as a reason... They said they were pulling him over for suspecting him to be a "modified street racer" or whatever. I wouldnt doubt they pick out some miniscule thing to search your whole car.

The breather is illegal because of emissions. The breather is eliminating a recirculation system...the original tube will have gone from the crank case to the intake where the gasses will be burned in the cylinders. The air from the cylinders then goes through the catalytic converter and are supposedly cleaner. The breather just releases the gas into the atmosphere without any emissions control.
