It is chopped.
I dont have photoshop on here, but i bet you if you overlay each pic and reduce the opacity of the one on top that the backgrounds are perfects matches. You will have to slide one over a bit as they have been cropped differently.
Look at the car in the background at the pole, it is in the exact same spot in both pics. How did the white car move 10 feet and the others not move at all?
P.S. My dad's company is advertised in the background

correct.
The reason why those cars in the backround did not move is because that is the "staging area" - thats where they start/end their laps around the track.
I saw this a while back either on zilvia or ziptied.com - there is a whole story behind it and a few people can actually attest to it.
