The elbow is a trick flow black powder coated elbow and the little tube is the vent for the Opti.

The tube is a silencer which is basically pointless. With or without it the amount of noise is no different. On a side note I wanted a 1LE elbow first but couldn't find one at a decent price, the day after I ordered my trickflow I discovered speedinc sold 1LE elbows for about $55. Go figure.

What the donkey-dong on the stock LT1 elbows does, is make throttle response smoother. Normally, not a lot of air goes in there during part throttle, because the engine is sucking it all in. However, when you let off, some of the rushing air goes into the little tube, so when you apply throttle again, the air comes back up to allow the response to be fluid.

It doesn't make a noticable difference, but that's what one of the Goodwrench mechanics up here told me.
