1.never cut your springs, thats very unsafe, besides your car will bounce alot.
2.if you gonna lower get soft springs because you already have low profiles.
3.get shocks that wont blow when you lower your car (i lowerred my car 2", shocks blew in a month)
4.its more expensive way, but if you get coilovers, you can always adjust the height, the way you like it, the way it feels on the road, besides will save you money in the long run, remember every winter you will need to lift it.

If you strictly want to eliminate wheel gap use a decent lowering spring. Tein, Eibach, etc. If you want it adjustable, (to lower it in the summer and raise it for the winter) then go with a coilover. There are two types of coilovers, the good ones that come with matched spring rates and strut assemblies that usually have damper adjustments. OR the junk ones that are just a sleeve that sits over the strut. The latter is the cheaper obviously. If you are not worried about handling and just canning the wheel gap, springs or cheap coilovers are for you.

just installed eibach springs on my buddy's neon, 1.7" front and back, put 18's on it and they rub...but with 16's i'd say eibach is the best way to go for the money
