Its never a bad idea to install new lifters when doing a cam, but with it bieng an ls1, I am pretty sure you have to remove the heads to replace the lifters.
I dont think that they are accessable by just taking off the intake. If I am correct about the lifter arrangement, it may be a little more trouble than its worth. I have never heard of a lifter failure on an ls1.
Most factory roller lifters are good well over 100k miles (I heard thet the lt1s are not though). It is a must to replace the lifters in a car with a flat tappet cam change, not in a roller application.
