transmission woes

hey guys, i am new here. I drive a '91 Camaro RS with a 305 and an automatic transmission , I wanted a manual but I couldnt find any that were cheap enough. Anyway, the transmission likes to hold First for a ridiculously long time. Once it does shift to Second, its a really rough shift that chirps the tires. This occurs only occasionally, but it seems to be pretty consistent when its cold outside. ANy thoughts?
thanks

yeah i suppose i will try changing the fluid/filter and see if that does anything, otherwise there is talk around my house of a possible 5-speed swap into the car which would be dope. Intense? yes. BUT i dont really drive the car in the winter that much, and my dad is bored....so we'll see.
Totally unrelated note, ryann i love your car. I tried so hard to find a black one but i couldnt find any that were not too far away. What mods have you done?
