when car manufacturer measures the cars acceleration, do they measure it with some device that actualy states when car reaches THE REAL 100 km/h OR do they just record the time it reaches for the speed shown on dashboard to be 100.
I know for a fact dash doesnt display correct speed (it shows u lower speed then it actualy is), so I would assume manufacturers have different methods to record acceleration.

They probably use GPS. I know the speedometer in one of my cars lagged behind what the actual speed was. Most fast cars with cable driven speedometers are probably that way.
Most of the speedometers read higher than the actual speed of the car. I used to do emission tests and the dynos are calibrated to read the exact speed, most cars showed anywhere from 2-10km/h more @ 40km/h, very few were dead on, and almost none read lower. The worst was a Porsche boxter which was showing 50-51km/h @ 40km/h.
