Police Job Action

i just realized something interesting (and correct me if my theory is far fetched), but if all cops in toronto are on job action and are just responding to 911 calls (no random patrols since their cars are parked between calls) than wouldn't it stand to reason that the streets are relatively clear of patrol cars?

if that's the case, couldn't people speed and do crazy on the road now and NOT get caught from random patrols? okay, there might be speed traps setup still, but even those might be relatively few at best.

just a thought, even though i'm not in toronto at the moment

I haven't noticed any difference in police presence in Miss. or oakville, but I'm not sure if those areas are covered by this.
