the toughest neighbourhood is the hood that have people with spiritual poverty. They are sad, depressed, and don't care about themselves and their livelihood. I doubt that it's the income. Canadians on welfare, unemployment insurance can still buy luxurious things in camparison to those who are living with in 3rd world countries but have civil, no "try hard" tryin to act tough people. I'm sure they are well mannered, civil people. They have no time to watch 50 cent videos n try to be him. (dawm i hate try hards)
A prime example is the Canadian Aboriginals. The Canadian Aboriginals Are constantly Injected HUGE SUMS OF CASH by the Cnd Govt. The Cnd. Govt thinks that by allowing the aboriginal populations to have the essentials of a materialistic life, they can resolve issues such as murders, abortions, etc....
Emperically, this injection has solved nothing. The aboriginals still experience kids sniffing glue, drinking alcohol mixed with mouth wash (cheap eco. way to get blown)
It's because they aren't happy with their lives, that make certain neighbourhoods tough. Tough enough to cap your *** if u annoy em alittle.

scarborough isnt as bad as it seems. it only seems worse due to amount of people living there. more people = more crime. if you were to do all the math and calculations, the results would probly show the crime rate per capita is pretty much equal.
