As mentioned earlier the H22 is heavy, will affect handling and not recommended for street online straightline racing, why go that route? H22s are also less effecient on gas than a B-series.
Go for a B18b block, very solid, great bottom end tourque, and a B16 head the best flowing b-series head. Add a Integra Type-R Exhaust cam, and a Civic Type-R intake cam. Those cams will be a beter price than skunk 2 or buddy club, JUN etc. For better handling get a JDM integra Type-R transmission with the LSD.
For added High RPM caability, you don't have to do this, get beefier connecting rod arms, and lightweight JE pistons for the bottom end. In your cylinder head trow in some Integra Type-R Valves and retainers (they are titanium lighter and stronger) with the double valve springs.

if your lookin for a straight line machine, drop in an h22, all this hype about the front end being too heavy and that b/s, that's in experience talking, it's all in the spring you choose to run, h22's don't weight much more than a loaded b series, that extra weight translates into more traction at the 60ft marker in the 1/4, h22's are the best bang for the buck engine you can get right now, the hYpe R's are way too expensive, and you'd loose to an h22 equiped car anyways, as far as this goes from rayz_si:

DO NOT install type R valves into a b series head, that is also inexperience talking, the type r valve seats and valves have much differing angles cut into the head, instead of the standard 45 degree, as this is part of the "port job" that the type r cylinder heads recieve at the factory, install those valves and watch as your spring height measurements go out the window.

wat about a b20 bottom and gsr head? higher comp. pistons, rods and cams
btw, building all motor can be jus as unreliable as boost and doesn't have near as much tunability

too lazy to read the rest of the thread, but go ls (or ls/vtec), B20 (or b20/vtec) or go GSR. I recommed you buy a b20 (becasue you can get those cheap and its a 2ltr bore) and sleeve/build the block before you drop it in. you can also make it vtec if you want at this point. drop it in and have some fun. you can also go the turbo route later on because you have a nicely built block.
You can also swap in a d16z6 from the si. its not the fastest, but after you add arp headstuds you can use lots a nos, and it should hold up wiht the stock bottom end.
