88/89 and 90/91 civics do have a few differences, most subtle:
The 88 si has the same dizzy and wiring as the DX/CX
The 90/91 cars have different front bumpers from the 88/89
Different cluster, door panels, and most of the rest of the interior is different.
The 88/89 tail lights have 1 bulb per side for the brake/running lights, the 90/91 has 2.

take both of the cars for a test drive and see how it handles (check if the suspension is tight or bouncing or loose, if the car pulls to the left or right when you brake hard, or when driving in the highway). This is a good indication of the condition of the car. See if the transmission grinds, check out the clutch- any slipping and check out for oil leaks and blue or white smoke.
