I have a 1991 Honda Civic LX with idling problems.?

It runs fine open road, But when I come to a stop it wants to die out. I have to put it in neutral and rev it so it wont turn off. I replaced the air idle control valve but no luck. Anybody has had this problem before that might know what is the problem.
