93 Honda Civic does not start?

93 Honda Civic does not start?

93 (manual) honda civic does not start. There is no sound of the solenoid clicking or starter attempting to turn over. I can push start the car with no problem, and the car runs fine. The battery was tested and is good. Checked fuses, all good. I replaced the starter and still won't go. I measured the voltage where the start terminal wire connects to the starter, no volts. I tried using a screwdriver/extra wire to touch the positive terminal to the start terminal of the solenoid and the car wouldn't start, but there was a clicking noise coming from the starter. Any ideas on what I can do or what I should test? I've heard of the clutch saftey pedal switch- if this seems likely can you described where this is and what it looks like.

try testing the battery on a low charge or test it under a charge or something in the wiring is messed up
