Engine Swap = VTEC Problems?

I just had the engine swapped im my 1999 Honda Accord EX. Old engine valve seals went. After changing the engine I noticed that the car wont go passed 4000RPM's like its cutting itself out. We changed the vtec chip? from old engine to see if that would help but no.I also noticed that i dont get the gasmileage i used to. (400mi to tank down to about 340mi per tank)There is a gas smell when i turn the car on and when a/c is on idle keeps waivering, going from 850 to 1200(morer noticably than before).Also, the radiator fan is now constantly on, never shuts off.Dont know if all these problems are related but I have already sunk in alot of money into this car and need this fixed. Please help and tell me its a simple fix!!Thanks!

how's the oil pressure? cause vtec activates when the oil pressure kickes up, after it reaches a certain point, the oil will be let through a passage which moves the camshaft so it will use it's alternate lobe things, the name doesn't come to mind right now... but anyways, its like the coolant, when the coolant gets too hot, it's let through the thermostat, basically, the same thing with the oil, if the oil pressure is too much, it's let through, and the vtec is suppose to activateand are you sure it's gas you're smelling? or some other fluid? like oil? coolant?if it's gas, check your gas lines cause that could be really dangerous

I would check your oil. For the fans, check your thermostat and make sure theres enough fluid in the radiator. I'm not completely sure I understand you on the car won't go past 4000rpms. Are you saying that at 4k the vtec isn't kicking in or that the engines cutting out like it has a rev limiter at the 4k and won't go any farther. If that's the case then try to reset your ecu. If that doesn't help you will most likely need to change out the ecu. Do some research on the ecu being in Limp mode for the accord. I know with Integra's they go into limp mode and the engine won't rev over 3k.
