The lights on my Honda Civic won't turn on?

Go to the parts store and get a cheap circuit tester. Attach the clip to a good ground (metal) and stick the probe in one of the headlight sockets and see if the tester lights (be careful, there is a lot of current there). There is a headlight relay that can be bad, or your dimmer circuit. The test lamp and a good repair manual (Haynes, Clymers, or Chilton's) will help you find the problem and fix it without the shop being involved.

Take it to a dealer. It doesn't cost any more and is better service for a problem that may be in the wiring. It could be anything from a faulty switch to real issues in the steering column. Search it out on about.com or answers.com. Ask at a auto parts store where workers often are certified mechanics also working for benefits. Do not drive much as there are laws to have them on at dusk in many states or in rain storms also.
